Do you need a magnetic grade steel for the backiron of the rotor of a motor?

All rotors need magnetic grade steel as the back iron to complete the magnetic circuit. This would be the 10 series of mild steel such as 1010, 1018, or 1020. These steels are typically Nickle plates to reduce corrosion affects. For Stainless steel, the 400 series, such as 416 is a good candidate.
